But preference is given to proposals in which a private group can partner with business or state and county agencies that also will provide expertise, equipment, labor or money.&lt;BR/&gt;&lt;BR/&gt;“The grants are competitive; not every application gets funded,” Daniels said. “It’s important for them to have a partner, someone who can provide things like in-kind services or equipment.”&lt;BR/&gt;&lt;BR/&gt;Small-scale community groups, such as high school clubs and neighborhood associations, are among those who have received grants in the past.&lt;BR/&gt;&lt;BR/&gt;“What’s great about these grants is that anyone can apply,” Daniels said.&lt;BR/&gt;&lt;BR/&gt;The application deadline for the 2009 grants is Feb. 16, 2009.
